CC Facility Learning Hub Awards Funding to Advance Country Platforms for Blended Finance

This round of research will focus on the design, governance, financing, and implementation of country platforms to identify key barriers and provide opportunities to improve their effectiveness and ability to mobilize capital.

The Catalytic Climate Finance Facility (CC Facility) Learning Hub, a joint initiative between Convergence and Climate Policy Initiative, is pleased to announce that the Impact Investors Council of India and KPMG, and Mekong Strategic Capital have been awarded funding under its third request for proposals. This support provided through the Learning Hub will fund research exploring how country platforms can more effectively mobilize private capital for climate action through blended finance approaches in emerging markets and developing economies (EMDEs). Country platforms are investment coordination mechanisms – typically led by EMDE governments – that bring together public, private, and philanthropic partners – both domestic and international – to identify pressing climate and development needs and align investments and policy reform to national priorities.

This round of research will focus on the design, governance, financing, and implementation of country platforms to identify key barriers and provide opportunities to improve their effectiveness and ability to mobilize capital.

About the Grantees

  • Impact Investors Council of India (IIC) and KPMG: Based in India, IIC is the country's leading industry body for impact investing, dedicated to strengthening the impact investing ecosystem and mobilising private capital to address critical social and environmental challenges. Through its work across research, policy advocacy, partnerships, and ecosystem- building programmes, IIC convenes investors, policymakers, philanthropies, and market actors to accelerate the growth of impact investing in India. Leveraging its deep industry networks and expertise, IIC supports the development of innovative financing approaches, promotes knowledge sharing, and advances market-led solutions that enable inclusive and sustainable development.

Headquartered in India, KPMG in India is a member firm of the network of independent firms affiliated with KPMG International. The firm brings deep expertise in climate finance, energy transition, and sustainable infrastructure, including project readiness, blended finance design, and private capital mobilisation.   • Mekong Strategic Capital: Headquartered in Phnom Penh, Cambodia, Mekong Strategic Capital (MSC) is an investment management and advisory firm founded in 2014 and operating across the Greater Mekong region. MSC conceptualized, designed, and launched the Cambodia Climate Finance Facility (CCFF), a USD 100 million national climate lending facility capitalized by the Green Climate Fund and co-managed with the Agricultural and Rural Development Bank, Cambodia's national policy bank. CCFF is the first GCF-capitalized national climate lending facility for the private sector in Asia. MSC serves as Independent Investment Advisor and Executing Entity, responsible for origination, structuring, and portfolio management across the facility's direct and wholesale lending.

Through their research, these organizations will generate practical insights that can support blended finance stakeholders and build the capacity of local actors working on country platforms. While grounded in national contexts, the research findings will be applicable across geographies and advance more effective approaches to designing, operationalizing, and scaling country platforms to mobilize private investment.

About the Learning Hub

The Catalytic Climate Finance Facility (CC Facility) Learning Hub is a knowledge-sharing platform designed to accelerate the deployment of climate blended finance vehicles in emerging markets and developing economies. It does this by i) bridging climate blended finance research and practice, by translating lessons learned from diverse CC Facility grantees, including fund managers, local entrepreneurs, and project developers, to the wider ecosystem through research and convenings, and ii) supporting institutions in the Global South to become leaders in researching, developing, and funding locally-led blended climate finance solutions.

The Hub draws on the combined expertise of Convergence and CPI, including extensive data collections, research, network, and hands-on experience supporting climate finance vehicles.
